China Tightens Restrictions on Solar Panel Production Technologies

China's Ministry of Commerce plans to introduce new restrictions on the export of 12 technologies used in the solar energy sector. The changes also concern artificial intelligence and biotechnology.
Beijing explains the decision by noting that some solar energy technologies are already used in aviation and defense. The restrictions could affect several production methods for thin silicon wafers, perovskite, and new-generation solar cells. A complete ban is not planned for TOPCon, HJT, and XBC technologies, though additional permits will be required for their use in other countries.
The new rules could particularly affect countries seeking to develop solar panel manufacturing. The changes may also impact Tesla's plans in the US.
Exporting some technologies abroad already requires registration in China. The public discussion of the new proposal will continue until November 15.
