The number of small parcels from China to the EU has decreased by 30-40%

The number of small parcels arriving in the EU from China has dropped by 30-40%. The change is linked to new customs rules that took effect on July 1, covering goods valued at up to €150.

Parcels in this category are now subject to a customs fee of €3 per product type. Previously, low-value shipments were exempt from customs duties. The new rule has particularly affected goods ordered from Shein, Temu, and AliExpress.

Between June and July, Temu's sales volume fell by 50%, AliExpress's by 37%, and Shein's by 15%.

The EU decided to change the rules due to the rapid growth of cheap goods from China. In 2025, 5.9 billion low-value products entered the EU, which amounts to more than 16 million parcels per day.

The European Commission also points to safety concerns. In 2025, more than 60% of the low-value products inspected failed to meet EU requirements or safety standards.

The €3 fee is temporary. A broader change to customs rules is planned in the EU for 2028.
